made the 368 10) day of December One thousand eight hundred and ninety 582 Between The Undersigned, One of the Crown Agents for the Colonies, of Downing Street, Westminster, in the County of Middlesex . acting for and on behalf of The Government of Hong Kong (hereinafter called the Government) of the one part and Herbert Winkler Will's of Nr 29. The said Herbert Winkler Wills (hereinafter called the person engaged) shall be appointed an Architectural Assistant in the Public Works Department of the Colony of Hong Kong.

The period of service of the person engaged, shall be for Three years commencing from the date of arrival in Hong Kong, and he will be placed under the Orders of the Surveyor General of the Colony and shall during the continuance of his said term of service devote his whole time and attention to the service of the Government- and use his utmost exertions to promote the interest of the Government and shall not directly or indirectly engage in any other service business employment undertaking speculation whatovever.

The Salary to be paid to the person engaged shall be at the rate of Three thousand dollars ($3,000) per annum with a Chair allowance of Twenty four dollars ($24) per month, half salary to commence from date of leaving England, and full salary and the t'hair allowanc from the date of arrival in the Colony.
